CAPK is governed by a volunteer tri-partite board of directors comprised of 15 representatives: five from the public sector, five low-income representatives, and five from the private sector/community.

The Board of Directors is responsible for determining program policies, plans and priorities, evaluating progress against performance, approving all program proposals and budgets, and enforcing compliance with all grant conditions.

Board meetings follow Brown Act requirements and are open to the public.
